Well, I tried to cheat and Google it, as my big book of VIN's is at home. 
One place had a hit, supposedly, and wanted cash. Forget that. A freebie place said;

The last line being the issue.

The first 2 tell you the model, the 3rd tells you what year.
Prior to 65, VW VINs were only 7 digits, 65 they grew to 9 digits
